Your partner's scorecard can matter as much as your product

Under the B-BBEE Codes, spend with a Level 1 supplier counts at 135% of its value for the buyer's procurement score. Spend with a supplier that has no certificate counts at 0%. For mining and state-owned buyers, choosing a distributor is therefore a decision about market access, not just logistics.

Local procurement still shapes mining supply

The 2018 Mining Charter set local-procurement targets for mining goods. A 2021 High Court ruling found the Charter to be policy rather than binding law. Mines nonetheless continue to report against these targets, and foreign suppliers feel the effect through their choice of partner and their local stock.
